November Election Results for 45 Los Angeles County Property Tax Measures

This article explains the results of 45 property tax-related bills in Los Angeles County and how they’ll affect residents’ property taxes.

Los Angeles County had 45 property tax-related measures on the November 2024 general election. These measures directly impact homeowners, businesses, and property owners.

Below, we’ll explain each of the 45 measures and their impact on property taxes in areas where you live or own property.

Note that California has yet to finish tallying all election results. Eight of the measures are still too close to call, but we’ll update this article as the results come in!

Measure AVH

Affected Area: Antelope Valley Joint Union High School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $20 per $100,000 assessed value
  • $398 million in bonds or $25 million annually, while bonds are outstanding

Measure AS

Affected Area: Arcadia Unified School District

Ballot initiative: School Improvement Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $60 per $100,000 assessed value
  • $358 million in bonds or $23 million annually, while bonds are outstanding

Measure BC

Affected Area: Beach Cities Health District

Ballot initiative: Measure BC aimed to help construct a youth mental health center, install water and energy conservation systems, and remove outdated facilities on approximately two acres of public outdoor space.

Passed or failed: Failed, needed 66% to pass

Property tax rate increase:

  • Would’ve been $3 per $100,000 assessed value
  • Would’ve been $30 million in bonds or $1.7 million annually, while bonds are outstanding

Measure ABC

Affected Area: Burbank Unified School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $40.69 per $100,000 assessed value
  • $458.2 million in bonds or $30.3 million annually, while bonds are outstanding

Measure CC

Affected Area: Compton Community College District

Ballot initiative: A School Improvement Bond Measure to the Compton Community School District for the repair and construction of educational facilities, removal of asbestos, and upgraded science labs and technology.

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $20 per $100,000 assessed value
  • $200 million in bonds or $16.15 million annually, while bonds are outstanding

Measure O

Affected Area: Culver City Unified School District

Ballot initiative: School Improvements Parcel Tax Measure to renew expiring school funding that doesn’t increase current tax rates but helps the district retain and attract qualified teachers.

Passed or failed: Passed, needed 66% to pass

Property tax rate increase:

  • No increase. Instead, it's continuing a $189 education parcel tax with an exemption for senior citizens
  • $2.4 million annually for eight years

Measure C

Affected Area: East Whittier City School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $3 per $100,000 assessed value
  • $97 million in bonds or $6 million annually, while bonds are outstanding

Measure ME

Affected Area: El Monte City School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

$30 per $100,000 assessed value
$105 million in bonds or $6.75 million annually, while bonds are outstanding

Measure L

Affected Area: Fullerton Joint Union High School District

Ballot initiative: School Improvements Bond Measure specifically for local high schools serving Fullerton, Buena Park, and La Habra

Passed or failed: To be determined, needs 55% to pass

Property tax rate increase:

  • If passed, it would be $21 per $100,000 assessed value
  • If passed, it would be $284 million in bonds or $18 million annually while bonds are outstanding

Measure GCC

Affected Area: Glendale Community College District

Ballot initiative: School Improvements Bond Measure for Glendale Community College

  • $600 million in bonds or $29 million annually, while bonds are outstanding

Measure HV

Affected Area: Hermosa Beach City School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $13.15 per $100,000 assessed value
  • $28.7 million in bonds or $2.61 million annually, while bonds are outstanding

Measure LS

Affected Area: Lancaster School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $30 per $100,000 assessed value
  • $122.1 million in bonds or $8.31 million annually, while bonds are outstanding

Measure CL

Affected Area: Los Angeles County

Ballot initiative: This initiative allows the Local Classroom Funding Authority to continue levying a parcel tax approved in November 2012 on local K-12 schools. The parcel tax is two cents per square foot for residential properties and 7.5 cents per square foot for other property types.

Passed or failed: Passed, needed 66% to pass

Property tax rate change:

  • There has been no change since Measure CL approved continuing parcel taxes on residential and non-residential properties.

Measure AC

Affected Area: Long Beach Community College District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $25 per $100,000 assessed value
  • $990 million in bonds or $55 million annually while bonds are outstanding.

Measure E

Affected Area: Los Angeles County

Ballot initiative: The Fire Protection District Tax Measure will levy a six cent per square foot tax on parcel improvements to ensure proper training and infrastructure to best respond to emergencies.

Passed or failed: Passed, needed 50% to pass

Property tax rate increase:

  • Six cents per square foot of certain parcel improvements, limited by a 2% annual adjustment
  • $152 million annually while bonds are outstanding.

Measure US

Affected Area: Los Angeles Unified School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed by 68% for, needed 55% to pass

Property tax rate increase:

  • $25 per $100,000 assessed value
  • $9 billion in bonds at legal rates or $456.123 million annually while bonds are outstanding.

Measure RU

Affected Area: Los Nietos School District

Ballot initiative: The Repairs and Updates Bond Measure helps repair and update aging classrooms and equipping classrooms and facilities.

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $30 per $100,000 assessed value
  • $28.5 in bonds or $2.1 million annually while bonds are outstanding.

Measure ST

Affected Area: Los Nietos School District

Ballot initiative: The Safety and Technology Improvements Bond Measure is similar to Measure RU but focuses on upgrading safety and security systems and aging learning technology.

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $28 per $100,000 assessed value
  • $26.5 million in bonds or $2 million annually while bonds are outstanding.

Measure P

Affected Area: Lowell Joint School District

Ballot initiative: The School Improvements Bond Measure did not pass due to marginally missing the 55% threshold by 1.5%. Thus, property tax rates will not increase.

Passed or failed: To be determined

Property tax rate increase:

  • Would increase by $30 per $100,000 assessed value
  • Would be $54 million in bonds or $4 million annually while bonds are outstanding.

Measure U

Affected Area: Lynwood Unified School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed, needed 55% to pass

Property tax rate increase:

  • $50 per $100,000 assessed value
  • $80 million in bonds or $4.8 million annually while bonds are outstanding.

Measure RLS

Affected Area: Manhattan Beach Unified School District

Ballot initiative: School Improvements Bond Measure

Passed or failed: Passed by 67% for, needed 55% to pass

Property tax rate increase:

  • $32 per $100,000 assessed value but would not increase tax rates
  • $200 million in bonds or $4.8 million annually while bonds are outstanding.

Measure LG

Affected Area: Monterey Park

Ballot initiative: The Transient Occupancy Tax Increase Measure increases the already City of Monterey Park’s transient occupancy tax from 12% to 13% of the rent charged by the operator for hotels, motels, and short-term rental guests. This ballot measure will provide approximately $500,000 annually until ended by voters.

Passed or failed: Passed by 76% for, needed 50% to pass

Transient occupancy tax rate increase:

  • A 1% increase from 12% to 13% of the rent charged by operators for hotels, motels, and short-term rentals
  • $500,000 annually until ended by voters

Measure H

Affected Area: Mountains Recreation and Conservation Authority, Division 1

Ballot initiative: The Developed Parcel Tax Measure helps preserve local habitat and wildlife areas and increase local fire prevention and protection services. This measure renews an already established $65 special tax for the next 15 years.

Passed or failed: Passed by 80% for, needed 66% to pass

Property tax rate change:

  • This isn’t a tax rate increase but a renewal of the $65 per developed parcel for the next 15 years.
  • $1.857 million annually for the next 15 years for the Santa Monica Mountains and Hollywood Hills east of the 405 freeway.

Measure GG

Affected Area: Mountains Recreation and Conservation Authority, Division 2

Ballot initiative: Similar to Measure H, this Developed Parcel Tax Measure for Division 2 helps preserve local habitat and wildlife areas and increase local fire prevention and protection services. It renews an already established $35 special tax for the next 15 years.

Passed or failed: Passed by 73% for, needed 66% to pass

Property tax rate change:

  • This isn’t a tax rate increase but a renewal of the $38 per developed parcel for the next 15 years.
  • $614,000 annually for the next 15 years for the communities of Woodland Hills, Encino, and Tarzana.

Measure V

Affected Area: Mt. San Antonio Community College District

Ballot initiative: School Improvements Bond Measure

Passed or failed: To be determined

Property tax rate change:

  • This would be an increase of $15 per $100,000 assessed value
  • $750 million in bonds or $40 million annually while bonds are outstanding.

Measure SOS

Affected Area: Palos Verdes Peninsula Unified School District

Ballot initiative: School Improvements Bond Measure

Ballot initiative: The Library Improvements Bond Measure helps the 97-year-old library meet current fire safety regulations and other necessary infrastructural updates.

Measure PH

Affected Area: Puente Hills Preserve (Turnbull Canyon, Hacienda Hills, Sycamore Canyon, Hellman Park, Arroyo Pescadero, Powder Canyon)

Ballot initiative: The Puente Hills Habitat Preservation Building Square Footage Tax Measure is a tax to protect wildlife habitats by cleaning up illegal dumping, preventing homeless encampments, and clearing brush. It would adopt a one cent per building square footage tax, with annual adjustments limited to 3% until ended by voters or an appropriation limit of approximately $1.15 million.

  • One cent per building square footage with annual adjustments limited to 3%
  • Annual revenue or an appropriation limit of approximately $1.15 million

Measure FP

Affected Area: Redondo Beach, California

Ballot initiative: The Public Safety Services Bond Measure helps recruit and keep qualified firefighters, paramedics, and police, along with upgrades to various stations and facilities.

Ballot initiative: The Road Repair Parcel Tax Measure repairs deteriorating roads at 7 cents per square foot for commercial lots and 3.5 cents per square foot for industrial or vacant lots for 25 years with a 2% annual inflation adjustment.
